It could mean an itchy buildup of dirt under the tail or around the udder or sheath. There are excellent cleaning products on the market for these areas when you are able to give a bath. However, for cold days or if a bath is otherwise impossible, aloe gel (please warm in your hands first, as the gel can feel quite cold!) can be used to soften the skin and remove some debris from these sensitive areas. Also, use aloe gel after bathing to lubricate under the tail, between the back legs, in the creases between the legs and sheath or udder, between the halves of the udder, and in the sheath.
